DGFT exempts export consignments up to ₹3 lakh from RCMC requirements

DGFT has exempted export consignments with an FOB value of ₹3 lakh or less from RCMC or Certificate of Registration requirements under FTP 2023. The notification took effect on 15 September 2026.

DGFT Notification 36/2026–27, issued on 15 September 2026, added paragraph 2.57(c) to the Foreign Trade Policy 2023 with immediate effect.

Under the amendment, an export consignment whose Free-on-Board (FOB) value does not exceed ₹3,00,000 is exempt from the policy's Registration-cum-Membership Certificate (RCMC) or Certificate of Registration requirement.

The notification identifies small-value exports, including postal, courier and other emerging channels, as the focus of the measure. Consignments above ₹3,00,000 continue to require the relevant certificate wherever FTP 2023 otherwise requires it.

Exporters should review the linked notification when checking a shipment's eligibility. This exemption concerns registration certificates; it does not announce a general waiver of other export obligations.
